It’s assumed that you have working knowledge on how to use filters/plugins.
This tutorial is written using PSP 16 but it can also be done in other versions
Tube of choice-I am using the great work of Gina King please do not use unless you have a license

Drop Shadow I used was H & V 5 Opacity 40 Blur 5
Font of choice I used Impact
Lets begin
Remember to save often, as you go along, add a drop shadow to all the outlines.
Press Shift D to duplicate the the template and close the original
Step 1.
Open up your template close off all layers apart from the background,
fill this with a gradient of choice, apply Effects Fur, settings Blur 10, Density 50, Length 100,Transparency 30.
Step 2
Open up your Large Star outline and Select all, Float, Defloat, Expand by 1,
invert new raster layer, fill with a colour of choice, Select none, drop shadow.
You can now delete the original Large Star outline layer.
Step 3
Open Large Star, and Select all, Float, Defloat, Expand by 1 invert, new raster layer, fill with a colour of choice,
Select none, drop shadow, KEEP selected, and paste your tube, hit delete,
Select none, apply a drop shadow to your Star and Tube.
You can now delete the original Large Star layer,
Step 4
Open up Medium Star outline 1, and Select all, Float, Defloat, Expand by 1 invert new raster layer, fill with a colour of choice.
Select none, apply Effects Inner bevel settings of choice, I used the setting in shot one, repeat with Medium Star outline 2,
apply a drop shadow.
You can now delete the two original medium Stars outline layer

Open up Small Star outline 1 and 2 and Select all, Float, Defloat, Expand by 1 invert new raster layer,
fill with a colour of choice, Select none, Select all, Float, Defloat, Expand by 1 invert,
new raster layer, fill with a colour of choice, Select none, apply a drop shadow.
You can now delete the original Small Star outline layer
Step 7
Open up Small Star 1 and 2, Select all, Float, Defloat, Expand by 1 invert,
new raster layer, fill with a colour of choice, Select none,
apply Adjust Noise settings Gaussian and Monochrome ticked and Noise at 58, Select all, Float, Defloat,
Expand by 1 invert, new raster layer, fill with a colour of choice,
Select none, apply a drop shadow.
You can now delete the original Small Star layer
Step 8
Open up All Star Text outline, Select all, Float, Defloat, Expand by 1 invert,
new raster layer, fill with a colour of choice, apply a drop shadow.
You can now delete the original All Star Text outline layer.
Step 9
Open up All Star Text, Select all, Float, Defloat, Expand by 1 invert,
new raster layer, fill with a colour of choice, apply Blinds settings Width 5, Opacity 50 Horizontal,
and Light from left/top ticked, colour black.,
apply a drop shadow,.
You can now delete the original All Star Text layer.
Step 10
Add your copyright and name, I made my name the same as the All Star Text, Select all, Float, Defloat,
and fill with a colour of choice, applied Blinds the same as before, merged down,
and I then gave my name the same drop shadow I had used on through out my tag.
Step 11
Open up the image you put to one side, crop 150 X 150 using the part of your image,
you want to use, please remember if you use any part of your tube add the copyright
I just used part of the Small Stars
